Contracting with a Service-Disabled Veteran-Owned Small Business (SDVOSB) for Product Procurement

Working with SDVOSB's has become faster, easier and more streamlined as a result of the Veterans Benefits Act of 2003, which was passed by Congress on December 16, 2003. Section 308 of the Act (Public Law 108-183), established a procurement program for Service-Disabled Veteran-Owned Small Business Concerns (SDVOSBC). This procurement program provides that Federal Contracting officers may restrict competition to SDVOSBC's and award a sole source or set-aside contract where certain criteria are met.

The objective is to provide contracting officials a means to meet the statutorily mandated 3% goal for procurement from SDVOSB’s. Section 308, the Procurement Program for Small Business Concerns Owned and Controlled by Service-Disabled Veterans authorizes Contracting Officers (CO) to:

Set aside procurements for Service Disabled Veteran Owned Small Business (SDVOSB).

CO’s may restrict competition and award to SDVOSB’s if there is a reasonable expectation that two or more SDVOSB’s will submit an offer.
Note: If the CO receives only one bid from an SDVOSB, CO is to make award to that concern.

Award sole source contracts to an SDVOSB

Note: Sole source awards up to $ 5 million for a manufacturing acquisition and $3 million for all others.

FAR Subpart 19.14 sets forth the policy and procedures for the SDVOSB Procurement Program. FAR 52.219-27 sets forth the definition of SDVOSB. U.S. government agencies acquire more goods and services than any other group in the world. Likewise, state and local government agencies spend billions of dollars on products and services each year. CLAROS SDV is a privately held Service Disabled Veteran Owned Small Business (SDVOSB) managed and controlled by "service-disabled veterans" that have a wide expertise in numerous areas of procurement. We understand the laws to aid in ensuring that Agencies meet their SDVOSB goals, which currently are not being met (.67% of 3% goal attained - $35 Billion in Federal Contracts Available to SDVOSB concerns). CLAROS SDV allows Contractors the visibility over contracts that they normally wouldn't have the visibility to pursue. We make it easy for the Agencies with our "One-Stop" SDVOSB concern and at the same time, take care of their SDVOSB socio-economic requirements.
